  15. Tough Times For the P.L.O.

  17. <p>     Things are going from bad to worse for the Palestine
  18. Liberation Organization. Just as it struggles to recover the
  19. credibility it lost by supporting Saddam Hussein, the organization
  20. has suffered a serious military setback in Lebanon. After its
  21. 5,000 fighters near the port city of Sidon were pummeled by the
  22. newly assertive Lebanese Army last week, the P.L.O. agreed to stop
  23. using Lebanon as a military staging area. The group has now lost
  24. its only base within striking distance of Israel.
  25. </p>
  26. <p>     Until last week's fighting, the Palestinians had refused
  27. to follow the lead of most of Lebanon's armed groups and bow to
  28. the government's authority. In ejecting them, however,
  29. President Elias Hrawi was also aiming to compel Israel to
  30. withdraw from the security zone it set up in southern Lebanon
  31. in 1985 to shield against guerrilla attacks. The Israeli Defense
  32. Ministry said its forces would stay put.
